light of these observations, refraining in
the meanwhile from committing yourself any
further either formally or informally with
the Conference on the subject of debt con-
solidation and control.
12. It is only fair that I should
frankly warn you that I am so perturbed at
the lines along which the Conference is at
present moving with regard to these questions
that I am contemplating the necessity of
suspending its work in order that I may con
sult the United States, French and Japanese
governments and explain to them my views on
the new situation and my anxiety as to the
proceedings of the Conference.
13. I will, however, await your cor-
sidered report on the questions raised in
this telegram before taking a final decision.
